A local judge declared a new state law unconstitutional Monday. The law, signed in April, takes away power from local district attorneys to represent the state in some death penalty cases when the sentence is challenged.
“There is a legitimate public policy debate to be had over the appropriateness of the death penalty. It seems clear that since the Supreme Court reinstated capital punishment in the U.S. in 1976, it has not been a deterrent to murder. And opposition to it transcends political party lines.”

Wesley Caldwell, 23, was indicted June 1 on charges of criminal attempt of second degree murder and aggravated assault. He was previously charged with aggravated assault.
A fourth man, Jamil Ibrahim, remains charged.

“The challenge we have is that the city government does not control the courts,” Memphis Mayor Jim Strickland said. “We don’t control the state laws. We don’t control, we can’t control, gun regulations and gun access.”
Amendments to animal welfare laws could include mandatory microchipping for pets, and modification to policies about dogs “running at large,” which animal welfare organizations see as key to stopping overpopulation and neglect.

Since taking office Sept. 1, District Attorney Steve Mulroy has pushed criminal justice reforms with the formation of the Justice Review Unit and expansion of the office’s restorative justice program — and he’s not done yet.
