Most suburban school districts seeing flat funding from municipalities despite rising property values

Several suburban school boards believe their respective cities are not funneling an appropriate share of funds to support the municipal education systems, shortchanging the districts.
The dispute revolves around the amount of money spelled out in the referendums passed 13 years ago establishing the systems in the six Shelby County suburbs surrounding Memphis. Voters approved the separate referendums, each establishing the individual school districts. The language was the same except for the name of the municipality.
