The trend lines are clear on almost all fronts. After reaching high points in 2023, crime in Memphis is trending down at a higher rate through the first half of 2025 than it did through the first half of 2024.
“While the data tells one part of the story, what matters is that people in our neighborhoods are starting to feel the difference in their homes,” Memphis Police Department Chief C.J. Davis said.
Wednesday’s signing won’t actually cause any changes at the jail as the facility has been implementing this policy since 2023.
Memphis came in second behind San Francisco, which saw 764 car thefts per 100,000 people.
That brings the total of homicides in Memphis just this month to at least 29, according to Memphis Police Department records, through just 26 days.

“To say that that first year was a challenging one would be an understatement,” Shelby County District Attorney General Steve Mulroy said.

Memphis saw a 50% decrease in crime between Sunday, Jan. 14, and Tuesday, Jan. 16, from the same point in the week. Criminal incidents were down 62% from the same three-day period in 2023.
“If you come through the doors of this building having committed one of these offenses, you will be held accountable,” Shelby County District Attorney General Steve Mulroy said.
